While it could in theory be a finishing move, the elf's only using it to knock the girl off her feet and buy herself a few moments so she can roll out of immediate danger (as by now Korra might expect her to jump) to where the serpent slithers out from one of the ships and up her thigh. Echidna's already bracing for an oncoming attack from anyone, as she would never be out of breath from such a short fight, however skilled the opponents.
